· Managed implementation of many programs for VA within the Harris Healthcare portfolio, with Total Contract Value of over $300M 

· Directed 20+ concurrent programs and managed staff of 200 on projects including Community Care, Enterprise Data Warehouse (EDW) including Data Analytics, & multiple Disease Registries

 ·  Developed services startup process including plans and templates

Florida Agency for Health Care Administration (AHCA)

· Implemented 3 major services, Patient Look Up (PLU), Direct Secure Messaging (DSM), and Encounter Notification Service (ENS) 

· Integrated 10 major health systems to securely exchange patient data between hospitals and connect to eHealthExchange

· Connected 200 low-income pool hospitals to provide Payers with notifications of patients admits & discharges 

· Developed an innovative solution for secure messaging using emerging standards and later migrated to a SaaS vendor

· Worked with participant technical representatives to tailor our generic plan and schedule to their specific implementation  

Oregon Health Authority (OHA)

· Implemented Oregon HIE CareAccord, a Direct Messaging Solution and maintained it for a period of 5 years 

· OHIT System Integrator, generated and issued RFPs, and recommended best-value solutions for three service acquisitions 

· Defined preliminary architecture for each service and produced separate SOWs and RFPs 

· Created an Integrated Project schedule including activities for all personnel to monitor each critical path 

Office of the National Coordinator (HHS)

· Directed the HHS ONC CONNECT program,  creating the reference architecture that forms the basis for eHealthExchange

Dept. of Commerce – 

· Security Manager for 2010 Census, managing internal preparation and independent external audit. Wrote Security Plan and many Processes and Procedures to meet NIST 800-53 controls. Negotiated requirements interpretation with external Auditors, documented and planned resolution of POAMs, and received Initial Authority to Operate (IATO).
